政府绩效评估工具之所以能有效增进美国联邦政府公共责任、提升公共部门绩效水平、推进民主行政治理,关键是依赖于美国联邦政府顾客至上理念、结果导向制度、分权制管理体制以及完备的绩效评估制度本身。这些理念和制度为政府绩效评估体系的有效运行起着基础、激励与保障作用,是联邦政府绩效评估实施的基础、运行的保障、成功的关键。借鉴美国联邦政府绩效评估经验,不能单纯停留在制度移植与照搬层面,必须着眼于我国政府绩效评估制度基础的短缺,运用系统、反思与超越的眼界,来推进我国政府绩效评估制度基础的夯实与营造。
