现阶段政府和民营企业之间的关系类似于高校中的学校与学生之间的关系,即现阶段政府和民营企业之间的相互关系是一种"高校模型"关系。在一定的假设条件下,通过分析政府和民营企业、高校与学生两种相互关系的特征,发现其相似性在于以下四个方面:首先,两种相互关系中以服务与被服务作为主流基调;其次,接受服务的一方在接受服务的同时必须承担一定的义务;再者,服务的质量如何和接受服务的主体的素质高低相关程度较大;最后,两种相互关系中都带有共生性的特征。因此,对于现阶段的民营企业和政府的关系必须以系统性的眼光,从辨证与发展的角度来把握。

At the present stage, the relation between government and non-state-run enterprise is similar to that between institution of higher learning and students. In other words, the present relation between government and non-state-run enterprise is a relation of Model of Institution of Higher Learning.Given some hypothesis, the author analyzes the characters of the two relations and discloses that the similarities between the two relations are as the followings: Firstly, the mainstream of the two relations is offering service and accepting service; Secondly, the party accepting service must undertake some obligations;Thirdly, the quality of servicing is determined by the quality of the party who accepts service to a higher degree; Finally, both the two relations have the character of symbiosis.Therefore, it is very important to understand the relation between government and non-state-run enterprise systematically and dialectically.
