解决公众参与环境管理问题的关键在于解决环境信息公开问题。环境信息公开立法的国内国际情况。我国建立环境信息公开制度的动因、障碍及对策。
Abstract：The key to public participation in envioronmental matters is access to environmental information. The article states national and ifternational legislations on access to environmental information. Also, the mothives, the obstacles and its countermeasures in building the institution of access to environmental information in China are discussed.
