自从党和国家把"创新"作为国家战略提出以来,创新已成为我国社会发展的要务之一。创新人才既要富有创新意识、具备创新能力、充满创新精神,同时还要能在科学研究和社会实践中通过创新活动取得创新成果,为社会政治经济文化发展和科技进步做出积极贡献。服务型政府是基于公民本位、权利本位和社会本位理念,在民主秩序框架内依由法律和公民意志进行治理,以为公民服务为宗旨并承担服务责任的政府。在这种治理模式下,当今社会创新人才有三维生存空间,即自身空间、承载空间和社会空间,其开发有五重主体,即服务型政府、人才自身、教育机构、人才市场和用人单位。创新人才开发是一个在三维空间和五重主体作用下的复杂系统工程,其中服务型政府具有主导作用,应该形成政府主导、自身优化、教育机构先行、人才市场搭桥、用人单位激励的系统机制。

Innovation is the driving source of the development. Innovative talents are not only rich with innovative consciousness,innovative ability, innovative spirit, but also can yield innovative achievements through innovative activities during the scientific researches and social practices, making positive contribution to the development of social politics, economy, culture and the progress of science and technology. Service-oriented government governs based on the idea of citizen standard, right standard and society standard, according to the law and the civil will in the order of the democracy, holding the tenet of civil service and taking the service responsibility. In this management mode, there are three-dimensional living spaces, the self-space, carrying space and social space, belonged to nowadays society innovative talents. Its development has five main bodies, such as the service-oriented government, talent itself, education institution, talent market and employing unit. The development of innovative talents is complicated system engineering under the action of three-dimensional spaces and five main bodies, in which the service-oriented government plays a leading role. It should form a perfect mechanism, in which the development of innovative talents is dominated by the government, optimized itself, leaded by the education institution, cross linked by the talent market and motivated by the employing unit.
